Indian Railways Unveils ₹13 Lakh Crore Infrastructure Pipeline to Boost Freight Capacity by 2032

Indian Railways has drawn up an ambitious ₹13 lakh crore infrastructure pipeline aimed at significantly expanding network capacity and increasing rail’s share in the country’s freight movement. The long-term investment plan includes more than 400 infrastructure projects, with the government targeting their completion by around 2032.

According to a government official, the Ministry of Railways is progressively sanctioning projects under the pipeline, focusing on removing network bottlenecks and creating additional capacity to support both freight and passenger operations.

“Our objective is to complete the identified projects by around 2032. The focus is on delivering the projects, not merely initiating them,” the official said.

The infrastructure expansion forms a key part of Indian Railways’ strategy to reclaim freight traffic currently dominated by road transport. The ministry has identified several congested rail sections where inadequate capacity limits the movement of additional freight.

“Network capacity is the real currency of the Railways. Without sufficient capacity and redundancy, it is impossible to attract more freight traffic from roads,” the official noted.

The government aims to increase the railways’ freight modal share from the current 27% to around 40–45%, supporting the country’s broader logistics efficiency and sustainability goals.

As Indian Railways operates a mixed-traffic network, the new infrastructure will benefit both passenger and freight services.

“Any new line created for passenger operations also provides additional capacity for freight movement. Capacity expansion therefore benefits both segments,” the official explained.

The long-term infrastructure vision also includes the development of Dedicated Freight Corridors (DFCs) and high-speed rail corridors. While these projects remain integral to the expansion strategy, their implementation will be aligned with evolving priorities and operational requirements.

The massive investment pipeline is expected to strengthen India’s multimodal logistics ecosystem, improve supply chain efficiency, reduce logistics costs, and enhance the competitiveness of rail transport as a preferred mode for freight movement.
