Kerala’s Mission Samudra aims to shift 50% of the state’s cargo movement to waterways, according to Chief Minister V.D. Satheesan.

The initiative seeks to strengthen Kerala’s inland water transport network and encourage greater use of waterways for moving goods. The proposed shift is expected to support more efficient cargo movement while reducing dependence on road transport.

Increasing the share of waterways in freight transportation could help ease pressure on Kerala’s road network and provide an alternative for the movement of bulk and other cargo. It could also improve connectivity between industrial centres, logistics facilities, ports and coastal markets.

Mission Samudra is part of efforts to make better use of Kerala’s extensive network of rivers, canals and backwaters for commercial transportation. Developing the necessary infrastructure, cargo-handling facilities and connectivity will be important to achieving the targeted shift.

The initiative also highlights the potential role of waterways in building a more integrated logistics network for the state. Greater utilisation of inland water transport could support trade and logistics while improving the efficiency of cargo movement.

The 50% target represents an ambitious push to expand water-based freight transportation in Kerala and make waterways a larger component of the state’s logistics system.
