State Industries Promotion Corporation of Tamil Nadu (Sipcot) has invited bids to appoint a consultant for the development of a multi-modal logistics park in Thoothukudi, as part of the State’s push to strengthen its position as a logistics gateway on India’s southern coast.
The proposed park will be developed across 173 acres under a public-private partnership (PPP) model, with a 60-year concession period aimed at attracting sustained private investment in logistics and warehousing infrastructure.
Sipcot has earmarked the land and will extend basic infrastructure support up to the project boundary, including roads, water supply, stormwater drainage, power connectivity, and street lighting. The selected bidder—either a single entity or a consortium—will form a special purpose vehicle (SPV) and enter into a long-term concession agreement with Sipcot.
The concessionaire will be responsible for the park’s end-to-end development, covering design, engineering, financing, construction, operations, and maintenance.
According to the master plan, the logistics park will feature a comprehensive ecosystem comprising domestic and bonded warehousing, container and cargo yards, truck terminals and parking bays, railway siding and freight terminals, cold storage facilities, utility zones, and driver amenities. Limited commercial and plug-and-play spaces are also proposed to support ancillary services and value-added logistics operations.
The facility is expected to function as a regional freight aggregation hub, leveraging Thoothukudi’s strong road and rail connectivity to enable seamless multimodal cargo movement.
The initiative forms part of Tamil Nadu’s broader strategy to position Thoothukudi as a key logistics hub alongside Chennai and Coimbatore. The development is closely aligned with the expansion plans of V.O. Chidambaranar Port Authority (VOC Port), including the proposed ₹6,000-crore outer harbour project, which is expected to enhance the port’s prospects as a major transshipment hub in the region.
With infrastructure upgrades and integrated logistics planning underway, Thoothukudi is set to play an increasingly strategic role in supporting cargo flows, export growth, and industrial expansion across southern India.
