Based on Adani Ports and Logistics’ request, the Goa Coastal Zone Management Authority (GCZMA) had been asked by the Union environment ministry to clarify the stand on allowing the storage of two more petroleum byproducts in the CRZ area. The byproducts are carbon black feedstock and N-paraffin.
The GCZMA has decided to convey its approval to the ministry for the storage of these two additional products in the CRZ (coastal regulation zone) area.
“The authority observed that as per regulation 3(ii)(b), facilities for the receipt and storage of petroleum and liquified natural gas as specified in annexure appended to the notification are permitted in CRZ areas,” the GCZMA has said. “Carbon black feedstock and N-paraffin are byproducts of petroleum and thus the authority decided to approach the Union ministry of Environment to include the two additional petroleum products in Annexure II of CRZ Notification 2011.”
The Adani Group is carrying out operations from the Mormugao Port Authority berths in Goa. The Union environment ministry had asked the GCZMA twice — on Jan 18, 2023, and again on May 10, 2024 — to state the authority’s views on the inclusion of carbon black feedstock and N-paraffin for storage in the CRZ area in line with the CRZ Notification 2011/2019.
Adani Ports and Logistics sent the request through the Southern Gujarat Chamber of Commerce and Industry, Surat.
Adani Ports and Logistics had provided the ministry with views of Maharashtra and Odisha coastal zone management authorities, which were in favour of allowing the storage of these two petroleum byproducts in CRZ areas.
So, the GCZMA also decided to convey its nod.
Odisha had told the ministry that carbon black feedstock and N-paraffin can be included in the approved list for storage in CRZ areas. Maharashtra had a similar view.
