The Goa State Cabinet has approved the Logistics and Warehousing Incentives Scheme, 2025, aimed at boosting seamless industrial operations, cost-efficient transportation, and faster delivery of goods across regions.

The scheme, aligned with the Goa Logistics and Warehousing Policy, 2023, and the Centre’s PM GatiShakti and National Logistics Policy, will remain in force for three years.

Under the scheme, eligible logistics and warehousing entities will receive:

Skill development subsidy: ₹5,000 per Goan worker (up to 1,000 workers per year).

Capital investment reimbursement: 10–15% of eligible fixed investment, capped at ₹50 lakh per unit.

Interest subsidy: 50% for 3–5 years, up to ₹25 lakh per annum.

Stamp duty & registration charges: 100% reimbursement, capped at ₹10 lakh.

Electricity duty waiver (for cold chain units): 100%, capped at ₹5 lakh per annum.

Additional incentives for mega projects will be decided on a case-by-case basis depending on project size and job creation.

The cabinet clarified that full benefits will apply only to entities employing 60% or more Goans, while partial benefits will apply for 40–60% Goan employment.

The scheme will be implemented by the Directorate of Industries, Trade and Commerce (DITC), with claims evaluated by an Incentive Review Committee (IRC) chaired by the Secretary (Industries).

The government has earmarked an outlay of ₹4.9 crore for the first year, covering capital subsidies, interest subvention, skill development, and other incentives.
