The latest edition follows India assuming the chairmanship of the Indian Ocean Naval Symposium (IONS) in February 2026 and brings together participation from 16 member nations, underscoring growing regional collaboration in maritime affairs.
The IOS SAGAR initiative forms part of India’s broader vision of Security and Growth for All in the Region (SAGAR) and aligns with the expanded MAHASAGAR framework (Mutual and Holistic Advancement for Security Across the Regions). It is designed as a unique operational engagement programme that enables naval personnel from friendly foreign countries to train and sail together aboard Indian naval ships, enhancing interoperability and professional understanding.
The programme begins with training sessions in Kochi, where participants are introduced to naval operations, seamanship practices and maritime security concepts at Indian Navy training establishments. This is followed by onboard deployment, during which foreign naval personnel sail alongside Indian Navy crews and take part in operational activities at sea.
During the voyage, the ship will undertake maritime engagements and port visits across the region, facilitating interaction with partner navies and maritime agencies. According to the Ministry of Defence, the initiative aims to strengthen professional linkages among participating nations, promote the exchange of best practices, and build a shared understanding of regional maritime challenges.
