Kenya has introduced a mandatory Advance Cargo Declaration (ACD) requirement for containerised imports, requiring shipping and logistics stakeholders to submit cargo information before shipments arrive in the country.
The measure is aimed at strengthening cargo visibility, risk assessment and border controls while enabling Kenyan authorities to receive shipment information earlier in the import process.
Under the new requirement, carriers and other relevant parties will need to ensure that prescribed cargo details are submitted within the required timeframe. Accurate and timely declarations will be important for avoiding delays and ensuring compliance with Kenya’s import procedures.
The advance-data system is expected to give customs and other authorities greater visibility into incoming container shipments, allowing them to identify potential risks and facilitate legitimate cargo more efficiently.
For shipping lines, freight forwarders, importers and other supply-chain participants, the change means additional attention will be required during the documentation and pre-arrival stages. Errors, incomplete information or late submissions could affect cargo processing.
The move forms part of Kenya’s broader efforts to modernise customs procedures and improve the management of international trade through greater use of advance electronic cargo information.
