    The Mumbai Port Authority (MbPA) has signed an agreement with NBCC (India) Limited, a Navratna Central Public Sector Enterprise under the Ministry of Housing and Urban Affairs, for the planning, design and implementation of a Central Government Office (CGO) Complex at Cotton Green, Mumbai.

    Executed on December 23, 2025, the agreement marks a significant milestone in MbPA’s efforts to transform strategically located port land into high-value institutional infrastructure. The initiative aims to strengthen governance, optimise land utilisation and contribute to Mumbai’s urban regeneration.

    Under the agreement, NBCC will act as the project implementation agency on a turnkey, deposit-work basis, providing end-to-end services including master planning, architectural and engineering design, statutory approvals, tendering, construction, project management and supervision. The project will be executed in line with prevailing government standards, applicable schedule of rates, area-based costing norms and relevant cost indices to ensure transparency, quality and cost efficiency.

    The proposed CGO Complex is envisioned as a modern, integrated and sustainable office campus that will consolidate multiple Central Government offices within a secure and well-planned precinct. Strategically located at Cotton Green with strong rail and road connectivity, the complex is expected to enhance administrative efficiency, improve inter-departmental coordination and catalyse planned development along Mumbai’s eastern waterfront.

    Officials from MbPA said the partnership reflects the authority’s confidence in NBCC’s proven capability to deliver complex institutional projects, while NBCC reaffirmed its commitment to design excellence, statutory compliance, sustainability and timely execution.

    The MbPA–NBCC agreement underscores a shared commitment to nation-building through world-class public infrastructure, with the CGO Complex set to emerge as a flagship institutional development of long-term significance for Mumbai and the country.
