The Department for Promotion of Industry and Internal Trade (DPIIT), Ministry of Commerce and Industry, has marked the third anniversary of the National Logistics Policy (NLP), launched by Prime Minister Shri Narendra Modi on 17th September 2022.
Over the past three years, the NLP has emerged as a transformative framework for India’s logistics ecosystem, driving reforms in digital integration, policy alignment, skill development, and infrastructure planning. These initiatives have helped reduce logistics costs, improve supply chain efficiency, and strengthen India’s competitiveness in global trade.
Driving Efficiency Through Policy Alignment
Aligned with the PM GatiShakti National Master Plan, the NLP emphasizes soft infrastructure, digitization, human resource development, and regulatory reforms. Its core objectives include:
Reducing logistics costs to global benchmarks
Improving India’s ranking in the World Bank’s Logistics Performance Index (LPI) to the top 25 by 2030
Establishing a data-driven logistics decision support system
India has already climbed to the 38th position in the LPI, supported by tools such as the Unified Logistics Interface Platform (ULIP), which has enabled more than 160 crore digital transactions through API integration across 30+ systems. The Logistics Data Bank has also tracked over 75 million EXIM containers, improving visibility and efficiency.
Innovation, Sustainability, and Recognition
The LEADS index continues to assess state-level logistics performance, while evolving to include digital logistics and sustainability metrics. Complementing this, the LEAPS initiative recognizes innovations by MSMEs, startups, and academia, with a focus on green logistics and ESG practices.
Sustainability has been strengthened with the introduction of the Transportation Emissions Measurement Tool (TEMT) by IIM Bangalore, aligned with ISO 14083 standards.
Skill Development & Capacity Building
Skill creation has been a key priority, with:
100+ universities offering logistics-related programs
65,000 professionals trained between 2023–2025
A new partnership with GatiShakti Vishwavidyalaya to launch UG and PG logistics programs
250+ workshops and digital training via the iGoT platform
Sectoral & Regional Progress
Under the Sectoral Policy for Efficient Logistics (SPEL), sector-specific plans for coal, cement, steel, fertilizer, and food processing are being rolled out to build resilient, multimodal supply chains.
At the regional level:
27 States/UTs have formulated State Logistics Policies
14 States have prepared Logistics Action Plans
19 States have granted industry status to logistics, enabling tax benefits and incentives
Challenges Ahead
While progress is significant, challenges remain in infrastructure gaps, regulatory harmonization, and digital adoption among smaller operators. DPIIT emphasizes the importance of coordination across States, Union Territories, and Central Ministries to achieve seamless multimodal integration.
With the ‘Whole of Government’ approach under PM GatiShakti, supported by active stakeholder engagement, public-private partnerships, and innovative financing, the Government remains committed to building a future-ready, sustainable, and globally competitive logistics ecosystem.
