Odisha is stepping up efforts to attract investments in chemicals, petrochemicals and allied industries by leveraging its coastal ports, industrial land, feedstock availability and investor incentives. The state presented its investment proposition at a global chemicals CEO roundtable in New Delhi.

The state highlighted the Petroleum, Chemicals and Petrochemicals Investment Region (PCPIR) at Paradip, anchored by Indian Oil Corporation’s refinery and petrochemical complex. It also showcased port-linked industrial opportunities at Dhamra and Gopalpur as potential locations for downstream manufacturing.

Odisha said its access to major ports can help chemical manufacturers reduce logistics costs and improve access to imported feedstock and export markets. Chemicals, petrochemicals and technical textiles are among the priority sectors under the state’s Industrial Policy Resolution 2022, making them eligible for enhanced investment incentives.

During the investor discussions, companies evaluating projects in titanium pigments, adhesives, BOPP films and fertilisers held talks with the Odisha delegation on land availability, infrastructure, utilities, incentives and regulatory support.

The state aims to convert its coastal infrastructure and industrial ecosystem into a broader manufacturing base, with a focus on downstream value addition and employment generation. Odisha is positioning the strategy as part of its longer-term industrial development vision through 2036.
