The Cochin Port Authority and DP World have reached a settlement to resolve a long-running dispute over the operation of the International Container Transshipment Terminal (ICTT) at Vallarpadam, ending a legal and commercial disagreement that has continued for around 15 years.
The settlement is expected to provide greater clarity over the terminal’s operating arrangements and strengthen the relationship between the port authority and its private terminal operator. The agreement could also support smoother decision-making and reduce uncertainty surrounding future operations at Vallarpadam.
DP World operates the Vallarpadam terminal under a long-term concession agreement with Cochin Port. The facility was developed as India’s first dedicated container transshipment terminal and has played an important role in connecting Kerala and southern India with international shipping networks.
The dispute had centred on issues arising from the concession and commercial arrangements between the two sides. Its prolonged nature had created uncertainty around aspects of the terminal’s operations and financial obligations.
With the matter now settled, both parties can focus more closely on improving terminal performance, attracting additional transshipment cargo and strengthening Cochin’s position as a regional maritime gateway.
The resolution is particularly significant as Indian ports seek to increase their share of transshipment traffic currently handled by overseas hubs. Cochin’s strategic location and proximity to major international shipping routes give Vallarpadam potential to handle a larger volume of regional and international container traffic.
A stable relationship between the port authority and DP World could also facilitate further investments in terminal capacity, equipment, technology and landside connectivity, depending on future cargo growth.
The settlement comes at a time when India’s container shipping sector is undergoing significant changes, with new and expanding ports seeking to attract mainline services and transshipment cargo. Resolving the long-standing dispute removes a major source of uncertainty for one of the country’s established container terminals.
The Cochin Port Authority and DP World are now expected to concentrate on enhancing the competitiveness of Vallarpadam and increasing its contribution to India’s growing transshipment and logistics network.
