The GST Council is considering changes to export-related rules aimed at improving the ease of doing business and supporting growth in India’s services sector.

The proposed reforms are expected to address certain taxation and compliance issues faced by service exporters, particularly those operating across international markets. The changes could help simplify procedures and reduce ambiguities surrounding the treatment of services supplied to overseas customers.

India’s services sector is a major contributor to the country’s export earnings, with IT and IT-enabled services, professional services, consulting, financial services and other business services accounting for a significant share of overseas shipments.

Industry representatives have been seeking greater clarity and simpler GST procedures to improve cash flows and reduce compliance costs for exporters. Any easing of export-related GST requirements could help smaller service providers compete more effectively in international markets.

The proposed measures are also aimed at ensuring that GST provisions remain aligned with the evolving nature of cross-border services and digital business models.

A more streamlined framework could strengthen India’s position as a global services hub and support the government’s broader objective of expanding exports. The reforms are expected to be examined as part of ongoing efforts to improve the GST framework for exporters and facilitate international trade.
