The Port of Helsinki and YIT Infra Oy have signed a €28 million ($32 million) agreement to expand the southern end of West Harbour.
Construction is scheduled to begin in July 2025 and conclude by the end of 2027.
The project aims to increase capacity for Helsinki–Tallinn traffic, enhance the port’s operational reliability, and support long-term infrastructure upgrades.
The contract includes the demolition of existing structures, dredging, filling, installation of quay elements, and implementation of technical systems and surface infrastructure.
All water engineering will comply with a permit issued by the Regional State Administrative Agency for Southern Finland in May 2025.
Kaj Takolander, VP Passenger Services, said: “In the coming years, major infrastructure works will be carried out in the West Harbour, and the work that is starting now is the first step in the overall renovation project.
“All traffic between Helsinki and Tallinn will be concentrated in the West Harbour in 2032, and the port’s services will be upgraded to meet the future needs of passengers and cargo traffic.”
The expansion will add:
- 12,000 m² of new loading space
- Over 1 km of additional vehicle lanes
- 330 metres of new quay structure
Approximately 120,000 cubic metres of soil will be dredged, with 250,000 cubic metres of quarry material used in construction.

Last month, South Carolina Ports ramped up investment and expanding capacity with a new $294 million infrastructure plan.
