    The Delhi government is preparing to roll out an integrated city logistics plan aimed at attracting fresh industrial investment, improving freight transportation and strengthening logistics infrastructure across the national capital, Chief Minister Rekha Gupta announced on Saturday.

    The proposed framework will form a central part of the upcoming Warehousing and Logistics Policy 2025, which is currently in the final stages of drafting. Officials said the policy is expected to streamline cargo movement, enhance multimodal connectivity and improve the ease of doing business in Delhi.

    The announcement follows Delhi’s elevation to the top “Exemplary” category in the LEADS 2025 Index — the Centre’s nationwide assessment of logistics efficiency, infrastructure readiness and governance standards across states and union territories.

    Under the Logistics Ease Across Different States (LEADS) framework, regions are classified into four categories: Exemplary, High Performer, Accelerators and Growth Seekers. The highest ranking reflects stronger logistics systems, digital governance and infrastructure preparedness.

    According to Gupta, Delhi’s improved performance was driven by sustained efforts to modernise transport and logistics operations through technology-backed governance reforms and infrastructure upgrades.
