DP World has signed a loan agreement of up to €25 million with the European Bank for Reconstruction and Development (EBRD) to accelerate the electrification of operations at its Constanța South Container Terminal, marking the terminal’s first dedicated green financing and a major step in its decarbonisation strategy.

The funding forms part of a €100 million investment programme aimed at reducing the terminal’s carbon footprint by more than 6,000 tonnes of CO₂ annually while improving operational efficiency, air quality and reliability.

The project combines financing from multiple sources, including the EBRD loan, a €19.7 million grant from the European Union’s Alternative Fuels Infrastructure Facility (AFIF) under the Connecting Europe Facility, and €7.5 million from Romania’s Transport Programme 2021–2027.

The investment will be implemented in two phases.

The first phase, valued at €53.8 million, will establish the terminal’s core electrification infrastructure. This includes the installation of new electrical networks, transformer and power distribution facilities, shore power systems enabling vessels to connect to the port’s electricity grid while alongside, a new connection to the main port power station, rehabilitation of access roads, and deployment of 10 electric terminal tractors with charging infrastructure.

The second phase, representing an investment of €46.2 million, will focus on acquiring electric cargo-handling equipment, including remote-operated electric rubber-tyred gantry (RTG) cranes, two electric mobile harbour cranes and additional electric terminal tractors.

Svitlana Balaban, CEO of DP World Constanța, said sustainable infrastructure is becoming a key competitive advantage for global ports. She noted that the electrification project aligns with DP World’s global emissions reduction strategy while strengthening Constanța’s position as the Black Sea’s leading green container hub.

Victoria Zinchuk, EBRD Director for Romania, described the initiative as a landmark investment that will enhance the Port of Constanța’s role as a strategic Black Sea logistics hub while delivering significant energy-efficiency gains for Romania’s logistics sector. She added that the project demonstrates how competitiveness and decarbonisation can progress together.

The electrification programme builds on DP World’s continued investment in Constanța. In 2024, the company commissioned a new project cargo terminal and a roll-on/roll-off (Ro-Ro) terminal following a €65 million investment. In December 2025, it also completed a 119,000-square-metre multimodal logistics platform, further strengthening Constanța’s role as a strategic gateway connecting Central Europe with the Black Sea region, Ukraine, Georgia and Moldova.

The latest investment reinforces DP World’s commitment to sustainable port development while supporting Europe’s broader transition toward low-emission logistics and resilient supply chains.
