The Ministry of Finance, Government of India, through the Central Board of Indirect Taxes and Customs (CBIC), issued Instruction No. 31/2025-Customs dated 3rd November 2025, announcing the inclusion of Kannur International Airport in Kerala as an authorised Point of Entry for food imports.
This notification has been issued under the provisions of the Food Safety and Standards Act, 2006, read with the Food Safety and Standards (Import) Regulations, 2017.
According to the instruction, the Food Safety and Standards Authority of India (FSSAI) has reviewed and updated its list of entry points for food imports into the country. As per the latest decision, Kannur International Airport, identified by port code INCNN4, has been added to the official list.
The designated officers responsible for food import clearance at this airport will be Customs officials, specifically those serving as Superintendent, Appraiser, Inspector, or Examiner.
With this update, the total number of FSSAI-notified entry points for food imports across India has increased to 166.
The CBIC has circulated an updated list of these points, covering airports, seaports, inland container depots (ICDs), special economic zones (SEZs), and land customs stations (LCSs). The instruction also modifies an earlier circular, Instruction No. 25/2025-Customs dated 6th August 2025, to include the new addition.
The CBIC has directed all its field formations to inform and sensitise customs officers working under their jurisdiction about the new designation. This move aims to streamline the process of food import clearances and strengthen food safety monitoring at Indian ports of entry.
The instruction has been signed by Mr. Neeraj Goyal, Officer on Special Duty (Customs-III), CBIC, and includes an annexure listing all 166 authorised entry points.
The corresponding FSSAI notification, dated 29th October 2025, was issued from File No. 1-1715/FSSAI/Imports/2017(Pt.1) and endorsed by the Chief Executive Officer of FSSAI.
