The Container Freight Stations Association of India (CFSAI) has issued a trade advisory highlighting significant operational delays in export gate-in and import container evacuation across the JNPA cluster due to a combination of operational and external factors.
According to the advisory dated 6 May 2026, congestion at terminal gates has intensified following a substantial influx of International Transshipment Containers (ITC), resulting in slow terminal operations and extended waiting periods for trailers and drivers at entry points.
CFSAI stated that increased discharge volumes have led to elevated yard density levels at terminals, adversely affecting operational efficiency. Even after gate-in, transporters are facing prolonged turnaround times, while space constraints have impacted adherence to FIFO (First-In-First-Out) container handling practices, further contributing to operational backlogs.
The advisory also pointed to external challenges impacting evacuation activities. As highlighted by transporters’ association NSCOWA, there is currently a severe shortage of trailer drivers. While a 15% shortage is generally witnessed annually, the present deficit has reportedly escalated to nearly 40–45%, attributed to recent elections in eastern states, adverse weather conditions, and related disruptions.
CFSAI said it is actively engaging with key stakeholders, including senior management at JNPA and representatives of transporters’ associations, to explore practical and coordinated solutions to ease the situation.
Considering the exceptional and unforeseen circumstances, CFSAI noted that the situation may be treated as force majeure and stated that member Container Freight Stations cannot be held responsible for delays or consequential impacts arising from the ongoing disruptions.
