    FAS has submitted its draft plan of port dues adjustment to the Russian Ministry of Justice

    The 15-percent adjustment of regulated port dues will be effective as from January 1, 2026. The Federal Antimonopoly Service of Russia (FAS) has submitted the corresponding order to the Ministry of Justice for registration, Rosmorport said.

    This concerns the adjustment of shipping canal, navigation, lighthouse, and icebreakering service dues.

    Rosmorport also mentioned that previously the port dues were increased by 4.9% in 2024.

    Besides, the investment harbor dues currently collected at 13 Russian seaports are expected to be increased by 1.5 times year-on-year in 2026, reaching 11.84 billion rubles ($152,3 million). The Ministry of Transport has published the draft order that shows that the investment harbor dues volume is expected to total $174,3 million in 2027 and $189,7 million in 2028.

    About $103 million of harbor dues will be collected this year. These funds will be allocated for the rehabilitation of ports’ hydraulic engineering installations and for Rosmorport’s shipbuilding program.
