German logistics group HHLA has shown interest in participating in the construction and operation of a planned dry port in Gyumri, Armenian Prime Minister Nikol Pashinyan said reporters in Hamburg on 11 December, citing talks with Port of Hamburg managers during his official visit to Germany.
He said the interest “has become even more active now, especially in the context of regional projects.”
The project is the “Shirak Dry Port” industrial park near Gyumri, intended as a multimodal logistics hub linked to Shirak International Airport, the national railway and the North–South Road Corridor.
Armenia plans to invest about USD 37 million in core infrastructure, while private foreign investors are expected to develop and operate the logistics and industrial facilities.
A government investment committee approved the feasibility study in early 2024.
Officials tie the hub to the “Crossroads of Peace” concept, which depends on reopening regional transport links. Pashinyan said trains are already running to Armenia through Azerbaijani territory and voiced expectations of progress on opening the Turkish border.
Armenian officials have promoted the Gyumri project internationally but have not yet named an operator.
The dry port remains at a pre-construction stage, with a projected implementation horizon of five to seven years once financing and regional conditions are secured.
