The Directorate General of Shipping (DGS), under the Ministry of Ports, Shipping and Waterways, has released an official message from Shri Nebu Oommen, Dy. Chief Ship Surveyor-cum-Senior Deputy Director General of the Shipping Development Branch, outlining the branch’s key responsibilities in regulating and supporting India’s maritime industry.

In his message, Shri Oommen provided an overview of the Shipping Development Branch’s mandate, particularly its role in administering vessel licensing under the Merchant Shipping Act. He highlighted that Sections 406 and 407 of the Act govern the licensing of vessels operating along the Indian coastline as well as those engaged in trade between Indian ports and international destinations. Ensuring compliance with these provisions remains central to maintaining safe and orderly maritime operations.

Shri Oommen emphasized the branch’s continued focus on monitoring ship safety across Indian waters and offshore areas, reinforcing the Directorate’s commitment to high safety and regulatory standards. He also noted the branch’s important role in implementing the Government of India’s RFR (Regulatory Framework for Regulation) policies and in providing policy guidance to the Ministry on strategic industry issues, including initiatives aimed at increasing national tonnage and promoting sustainable growth in the shipping sector.

The Directorate General of Shipping encouraged industry stakeholders and members of the maritime community to refer to the FAQ section on the Digi Shipping website for general licensing requirements and to connect directly with the Shipping Development Branch via email or personal contact for specific queries.

Reiterating its mission, the Directorate General of Shipping affirmed its dedication to fostering a safe, compliant and progressive maritime environment, supporting India’s expanding presence in global shipping and international trade.
