    With the project management consultant yet to be appointed, Goa is set to miss the October 31 deadline to submit its maritime and waterways masterplan for the state’s 105 km-long coastline and riverine network.

    Captain of Ports Octavio Rodrigues, speaking at the India Maritime Week 2025 roadshow on Friday, said the masterplan is now likely to be completed only by December. “We need to produce the masterplan to the Ministry of Shipping and Waterways so that we get funding from the central government. The consultant has been selected and will be on board within a week, after which drafting will begin,” he said.

    A coordination committee comprising representatives from various departments and authorities has been formed to oversee the process. Rodrigues added that Goa has sought more time from the Centre to extend the submission deadline to December.

    Key focus areas of the proposed masterplan include upgradation of river transportation through Ro-Ro and Ro-Pax ferries, water taxis, blue economy development, fisheries, adoption of green fuels, promotion of renewable energy in navigation, and development of marine fuel stations.

    Rodrigues also revealed plans for a 200-metre concrete jetty near bridges to accommodate cruise vessels and coastal police vessels. Funding support will be sought under the Inland Waterways Authority of India (IWAI) and Sagarmala schemes.
