Indian Railways has commissioned 118 Gati Shakti Multimodal Cargo Terminals across 18 states and union territories as of October 31, 2025.

“Strengthening India’s freight system with 118 Gati Shakti Cargo Terminals, reshaping freight movement with seamless multimodal connectivity and lower logistics costs nationwide,” the Ministry of Railways said in a post on X.

The railway ministry had set a target of 100 terminals by the end of the financial year 2024-25 under the Gati Shakti Multimodal Cargo Terminal Policy.

Media reported that the network had exceeded this goal, indicating that the cargo infrastructure programme is gaining traction.

Railway Minister Ashwini Vaishnaw had informed Parliament in August that 112 Gati Shakti Multimodal Cargo Terminals had been commissioned against the target of 100.

Each terminal acts as a hub for cargo consolidation and distribution, improving access to rail freight—particularly in regions that previously lacked direct connectivity. Terminal size and capacity vary based on regional industrial needs, with development carried out in partnership with state governments and private operators.

Launched in October 2021, the PM Gati Shakti National Master Plan aims to coordinate infrastructure development across ministries and reduce logistics costs. The Gati Shakti Multimodal Cargo Terminal Policy, introduced in December 2021, set the goal of establishing 100 cargo terminals by FY25.
