European inland shipping is facing severe disruption as record-low water levels on the Rhine restrict barge operations and push low-water surcharges sharply higher. The Rhine is one of Europe’s most important freight corridors, linking major seaports with industrial centres across Germany, France, Switzerland and the Netherlands.
The latest deterioration has forced barges to operate with reduced drafts, limiting the amount of cargo they can carry on each voyage. As a result, operators need additional sailings to move the same volume of goods, increasing transportation costs and creating further pressure on already constrained capacity.
Surcharges climb as capacity falls
Shipping lines have introduced or maintained low-water surcharges to recover the additional costs created by the difficult navigation conditions. Maersk, for example, has published tiered surcharges linked to water levels at key Rhine gauges, with charges increasing substantially as water levels fall.
Hapag-Lloyd has also maintained a low-water pass-through surcharge for import and export cargo. Its surcharge structure increases as water levels at locations including Kaub, Cologne and Duisburg-Ruhrort decline.
The additional charges are being passed through to shippers using barge services for inland transportation between North Sea ports and inland terminals.
Record-low levels disrupt operations
The situation has deteriorated rapidly during Europe’s latest heatwave, with the Rhine reaching unprecedentedly low levels at critical points. Germany’s inland navigation authorities have reported vessels becoming stranded and sailings being halted at a key chokepoint.
At very low water levels, vessels cannot safely maintain normal drafts. Operators therefore have to reduce cargo loads, making each container or tonne of cargo more expensive to transport.
OOCL has warned customers that exceptionally low water levels are affecting inland transportation and generating substantial additional costs, which are being passed on through low-water surcharges.
Supply chains face wider disruption
The impact extends beyond barge operators. The Rhine is a critical transport route for chemicals, metals, agricultural commodities, fuels and containerised cargo serving major industrial regions.
As barge capacity declines, some cargo may have to shift to road and rail, putting additional pressure on alternative transport modes. Industry observers have warned that prolonged disruption could increase congestion and extend transit times across Europe’s inland logistics network.
The combination of reduced vessel capacity, higher surcharges and limited alternative transport capacity is therefore creating a broader cost challenge for European supply chains.
Outlook depends on rainfall
The duration of the disruption will depend heavily on weather conditions and future rainfall across the Rhine basin. If water levels continue to fall, some sections could become operationally unviable for commercial barge traffic.
For shippers, the immediate priority is to monitor water-level forecasts, assess alternative road and rail options and factor potential low-water surcharges into logistics planning.
The Rhine disruption highlights the growing vulnerability of Europe’s inland freight network to extreme weather. With water levels already at exceptionally low levels, a prolonged period of drought could keep barge capacity constrained and freight costs elevated across the region.
