A provision of ₹500 crore has been earmarked for road and infrastructure development under the Surat Economic Region (SER) as a new budget item for 2025–26, Acharya Devvrat announced while addressing the Gujarat Legislative Assembly at the commencement of the Budget Session on Monday.
The Governor stated that works worth ₹1,749.10 crore are currently under planning for the SER, underscoring the state’s focus on strengthening urban and industrial connectivity in the region.
In a major boost to Gujarat’s transport infrastructure, the state government has proposed the development of the Namo Shakti Expressway and the Somnath–Dwarka Expressway to enhance north–south and east–west connectivity and manage rising traffic demand. Spanning approximately 1,100 km with an estimated investment of ₹93,240 crore, the expressway projects are expected to connect key industrial hubs, ports, and tourism destinations, benefiting over 2.5 crore people across 15 districts and accelerating growth in remote areas.
Highlighting broader corridor development, the Governor noted that work is underway on 12 projects worth ₹7,206.18 crore under the Garvi Gujarat High-Speed Corridor initiative.
Climate-Resilient and Expansion Projects
The state has approved 20 climate-resilient road projects valued at ₹1,147.08 crore. Additionally, 1,001 km of road widening works costing ₹2,373 crore have been completed, while another 1,427 km worth ₹5,083 crore are currently in progress.
Bridge infrastructure is also expanding, with 28 bridges completed and 86 more under construction.
Rural Connectivity Push
Rural road development continues to receive priority under the Mukhya Mantri Gram Sadak Yojana. Since 2016–17, more than 36,000 works covering 86,757 km have been sanctioned, of which 27,830 works spanning 66,330 km have been completed. A budgetary provision of ₹5,403 crore has been made for 2025–26.
All works under the Pradhan Mantri Gram Sadak Yojana Phases I and II have been completed, while 3,012 km has been developed under Phase III, including hundreds of roads and dozens of bridges.
Road connectivity between Saputara and the Statue of Unity is also progressing, with widening completed on 95 km across Narmada, Tapi, and Dang districts.
Industry, Port and Coastal Connectivity
To strengthen industrial, mining, and port access, the state has sanctioned 231 road projects covering 2,343 km at a cost of ₹7,178 crore, with over half already completed. Additionally, 46 port-connectivity road projects spanning 757 km have been finished.
Under the proposed ₹2,440-crore Coastal Highway project, construction has commenced on multiple stretches, with several sections already operational.
In the Ahmedabad–Gandhinagar corridor, six-laning of the Sarkhej–Gandhinagar Highway has been completed, while elevated corridors, flyovers, and bridges are under various stages of construction.
Railway Overbridges to Ease Congestion
The Governor further informed the House that 82 railway overbridges have been completed across the state at a cost of ₹3,931 crore under a joint initiative with the Ministry of Railways. The projects aim to decongest urban areas, enhance safety, and reduce travel time.
Collectively, these initiatives reflect a large-scale infrastructure expansion strategy aimed at boosting economic activity, improving logistics efficiency, and ensuring faster and safer mobility across Gujarat.
