The Mumbai Port Authority has invited bids for developing a marina at Victoria Dock at an estimated cost of ₹923 crore, marking a new step in efforts to expand waterfront infrastructure and diversify the port’s activities.
The proposed project aims to transform part of the historic dock area into a dedicated marina facility, supporting leisure boating, yacht berthing and related maritime services. The development is expected to add a new dimension to Mumbai’s waterfront while making use of port land for activities beyond conventional cargo handling.
The tender invites interested developers and infrastructure companies to submit proposals for the project in accordance with the port authority’s bidding requirements. The selected developer is expected to undertake the work within the framework set out in the tender documents.
The project, named Viksit Bharat Mumbai Marina, will be developed under the Design, Build, Finance, Operate and Transfer (DBFOT) model, with a concession period of 45 years. The selected concessionaire will develop the onshore facilities, expand berthing capacity beyond the initial phase, and operate and maintain the marina before transferring the assets to the port authority.
The marina will cover a protected water area of 37.3 hectares and accommodate 604 yachts at full development, including 424 berths in Phase I. Planned facilities include a marina terminal, sailing school, yacht club, yacht repair yard, dry-stack storage, fuel station, five-star hotel, tourism business centre, retail outlets and event spaces.
Mumbai Port Authority has already started marine works, including dredging, construction of a piled breakwater, service platforms and floating pontoons. The authority has also secured environmental and Coastal Regulation Zone clearances for the project area.
Interested bidders can submit proposals by 15 December 2026. The contract will be awarded based on the percentage of gross revenue offered to the port authority, with the highest revenue-share offer determining the preferred bidder. Companies may participate individually or as part of a consortium of up to four members.
The marina forms part of Mumbai Port Authority’s broader strategy to expand marine tourism, yacht services and waterfront activities alongside its established port operations. The project is expected to create opportunities for tourism, hospitality and maritime service providers while making greater use of the city’s historic harbour.
