    The joint venture between Alstom and Indian Railways has supported an estimated ₹60,000 crore in economic output across India between FY2020 and FY2026, according to a new independent Socio-Economic Impact Assessment conducted in partnership with Dun & Bradstreet. The assessment highlights the growing economic and industrial impact of the Madhepura electric locomotive project in Bihar.

    The project, operated through Madhepura Electric Locomotive Private Limited (MELPL), has generated an estimated ₹23,800 crore in Gross Value Added (GVA) for the Indian economy during the period covered by the study. The facility has also become a significant contributor to Bihar’s industrial economy.

    In FY2024, MELPL’s GST contribution was equivalent to around 1% of Bihar’s total GST collections, while its direct GVA accounted for approximately 4.6% of Madhepura district’s Gross District Domestic Product (GDDP). The project has helped accelerate the district’s transition from an agriculture-dominated economy towards greater industrial activity.

    The Madhepura facility forms part of a €3.5 billion joint venture between Alstom and the Ministry of Railways. Under the project, the partners are manufacturing and maintaining 800 WAG-12B electric locomotives, each with 12,000 horsepower, for India’s heavy-haul freight operations.

    A major feature of the project has been its high level of domestic manufacturing. The facility has achieved nearly 90% localisation, helping develop an Indian supply chain for advanced locomotive components and establishing India as the sixth country capable of producing 12,000-HP electric locomotives domestically.

    The project has also generated substantial employment. According to the assessment, it has sustained an average of around 2,300 jobs annually across India, while the direct workforce at the Madhepura facility represents about 12% of all registered factory employment in the district.

    The high-powered WAG-12B locomotives are being deployed on India’s Dedicated Freight Corridors, supporting faster and more efficient movement of heavy cargo. Their deployment is aligned with the National Rail Plan’s objective of increasing rail’s share of freight transportation to 45%, while helping reduce logistics costs and emissions.

    The project has also had a social impact in Bihar, including greater participation of women in traditionally male-dominated railway roles. Alstom said the Madhepura operation qualified the first female locomotive pilot within its Asia-Pacific operations, highlighting the project’s contribution to workforce inclusion.

    For India’s logistics sector, the project represents more than a locomotive manufacturing initiative. The combination of domestic production, high-powered electric freight locomotives and Dedicated Freight Corridor deployment is strengthening the country’s rail-based freight capacity and supporting the broader shift toward more efficient and sustainable cargo transportation.

    The economic assessment underscores the wider benefits of large-scale railway manufacturing projects, particularly when they combine local sourcing, skilled employment, technology transfer and infrastructure development. With the Madhepura facility continuing to supply locomotives for India’s freight network, the Alstom-Indian Railways partnership is expected to remain an important contributor to India’s rail modernisation and industrial growth.
