Federal Maritime Commission has ordered a record repayment by a shipping line after finding that unfair detention and demurrage fees were charged during the Covid-era supply chain crisis.

The decision marks one of the strongest enforcement actions taken by the regulator as it continues efforts to protect shippers from unreasonable charges linked to port congestion, container shortages, and operational disruptions experienced during the pandemic.

According to industry observers, the ruling reinforces stricter oversight of carrier billing practices and sends a clear signal that excessive or unjustified fees will face regulatory scrutiny. Importers, exporters, and logistics providers had long raised concerns over mounting penalties during delayed cargo pickups and returns.

The case is expected to encourage more claims and compliance reviews across the maritime sector. Stakeholders say the order could improve transparency, accountability, and fairness in container shipping charges as global supply chains normalize.
