India and Brazil have signed a Memorandum of Understanding (MoU) on cooperation in the postal sector, marking a significant step toward strengthening bilateral ties in postal services, digital transformation and inclusive service delivery.

The agreement establishes a comprehensive framework for collaboration between the Department of Posts, India, and Brazil’s Ministry of Communications. It aims to enhance strategic partnership and facilitate knowledge exchange in postal policies, operations and technology adoption, according to an official statement.

The MoU was signed by Jyotiraditya Scindia, India’s Minister of Communications, and Frederico de Siqueira Filho during the State Visit of Brazilian President Luiz Inacio Lula da Silva to India.

Taking to social media platform X, Scindia said the partnership reflects a shared vision to build “future-ready postal networks that expand digital access, deepen inclusion and drive growth for our people.”

Under the MoU, both countries will collaborate across a broad range of areas, including the exchange of best practices in postal sector policies and operations, strengthening universal service obligations and addressing systems, and advancing digital transformation initiatives. The agreement also covers cooperation in e-commerce logistics, postal financial services, capacity building and technical exchanges, as well as joint strategic projects of mutual interest.

The two sides will enhance coordination in multilateral forums, including the Universal Postal Union (UPU), and promote South-South cooperation aimed at inclusive and sustainable growth.

Implementation of the partnership will involve exchange visits of officials and experts, joint workshops and training programmes, and structured information-sharing mechanisms.

India is expected to share its experience in large-scale postal transformation, particularly in digital services, e-commerce logistics and citizen-centric public service delivery. The agreement is also anticipated to strengthen the financial sustainability and operational efficiency of postal operators in an increasingly competitive and rapidly evolving market environment.

The MoU will remain in force for an initial period of five years, with provisions for automatic renewal, and will be implemented in accordance with the respective laws and regulations of both countries.

The agreement underscores the shared commitment of India and Brazil to modernise their postal systems and leverage these networks as engines of economic growth, financial inclusion and last-mile connectivity.
