Australia has suspended the licences of 44 Indian fumigation service providers—around 60% of the agencies approved to certify export consignments to Australia—following a biosecurity compliance audit. The move is expected to increase compliance costs and create logistical challenges for Indian agricultural exporters, particularly the basmati rice sector.
The suspension includes five service providers from Haryana and three from Punjab. Australian authorities initiated the action after identifying compliance discrepancies during an audit conducted under the country’s stringent biosecurity regulations. The review reportedly found inconsistencies in fumigation documentation and the sequence of fumigation and packing, prompting concerns over the integrity of the treatment process.
Exporters whose consignments were fumigated by the suspended agencies may now be required to undergo re-fumigation upon arrival in Australia. Industry estimates suggest additional costs ranging from A$700 to A$1,200 per container, along with potential shipment delays and the risk of cargo rejection if Australian quarantine authorities deem the treatment non-compliant.
More than 100 containers of basmati rice, valued at nearly ₹200 crore, are believed to be at immediate risk. However, exporters clarified that Australia has not imposed any ban on Indian basmati rice imports. The action is limited to the suspension of specific fumigation agencies and does not reflect concerns over the quality or safety of Indian rice.
The Agricultural and Processed Food Products Export Development Authority (APEDA) and the Union Ministry of Agriculture are reportedly examining the issue. The Indian government is also considering seeking a one-time exemption for consignments already in transit and certified by the suspended agencies.
Australia follows one of the world’s strictest biosecurity regimes, with overseas fumigation providers subject to continuous compliance monitoring and surprise audits. Industry experts say the development highlights the need for stronger documentation, traceability and certification standards to ensure uninterrupted access to premium export markets.
