In a major push to boost manufacturing and job creation, the Union Cabinet has approved the Bharat Audyogik Vikas Yojna (BHAVYA), a new industrial parks scheme with an outlay of ₹33,660 crore.
Announcing the decision, Ashwini Vaishnaw, Minister for Information and Broadcasting, said the initiative aims to develop 100 industrial parks with plug-and-play infrastructure, enabling faster transition from investment intent to production.
The scheme is expected to generate around 15 lakh direct jobs while strengthening India’s position as a global manufacturing hub.
Plug-and-play manufacturing ecosystems
BHAVYA will focus on creating ready-to-use industrial ecosystems where companies can begin operations with minimal delays. “It will create plug-and-play ecosystems, where industries can move from intent to production with speed and certainty,” Vaishnaw said.
Industrial parks ranging from 100 to 1,000 acres will be developed with financial support of up to ₹1 crore per acre. These parks will include core infrastructure such as internal roads, underground utilities, drainage systems, and common treatment facilities, along with ICT-enabled administrative systems.
In addition, value-added infrastructure like ready-built factory sheds, built-to-suit units, testing laboratories, warehousing facilities, and worker housing will be part of the development.
Built on industrial corridor model
The scheme builds on the success of industrial smart cities developed under the National Industrial Corridor Development Programme (NICDP). It will be implemented through partnerships between central and state governments along with private sector participation.
Projects under BHAVYA will be selected through a competitive “challenge mode” to ensure only investment-ready and high-quality proposals are approved.
Logistics integration and ease of doing business
Aligned with the PM GatiShakti framework, the parks will ensure seamless multimodal connectivity, enhancing logistics efficiency and reducing costs for manufacturers.
The scheme also aims to improve ease of doing business by introducing streamlined approvals and single-window clearance systems, while promoting sustainable practices such as green energy use.
Implementation and scale
The programme will be spearheaded by the National Industrial Corridor Development Corporation (NICDC), which is already overseeing 20 industrial corridor projects across 13 states.
With its scale and integrated approach, BHAVYA is expected to play a key role in strengthening domestic supply chains, attracting global investments, and accelerating India’s industrial growth trajectory.
