    India and Qatar are set to finalise the Terms of Reference (ToR) this week, paving the way for negotiations on a Free Trade Agreement (FTA), the Commerce Ministry announced on Sunday.

    The matter will be discussed during Commerce & Industry Minister Piyush Goyal’s two-day visit to Doha, where he will co-chair the Qatar-India Joint Commission on Trade and Commerce with Sheikh Faisal bin Thani bin Faisal Al Thani, Qatar’s Commerce and Industry Minister.

    Accompanied by senior officials and a business delegation, Goyal will review bilateral trade, address trade barriers, and discuss ways to enhance investment flows. The talks will also focus on the proposed Comprehensive Economic Partnership Agreement (CEPA), aimed at deepening economic cooperation between the two nations.

    The discussions will explore collaboration across multiple sectors, including finance, agriculture, environment, tourism, and healthcare. Qatar remains one of India’s key trading partners in the Gulf, with bilateral trade exceeding $14 billion in FY25. In February, both countries had set a target to double this figure to $28 billion within five years.
