Russia’s Delo Group is considering the launch of a regular sea container service connecting Novorossiysk Port with Mormugao Port in Goa, India, according to company CEO Sergei Shishkarev. He shared the development on the sidelines of the Transport of Russia 2025 forum.

Shishkarev noted that while Mormugao Port discontinued container operations several years ago, the necessary infrastructure remains in place and could be restored. The proposed line would not only support trade flows but also tap into Goa’s expanding tourism and consumer markets.

Goa, one of India’s smallest yet wealthiest states, has a GDP (PPP) per capita of nearly US$50,000 and an urbanisation rate of about 80%. The region is a major tourism hub, popular for its beaches, Portuguese cultural heritage, and luxury hospitality sector. It has witnessed rising international arrivals, particularly from Russia and Central Asia, supported by direct flights from Moscow, Ekaterinburg, Novosibirsk, and cities in Kazakhstan. In October 2025 alone, the state recorded 34 charter flights from these regions.

Shishkarev said this growing connectivity makes Goa an attractive destination for Delo Group, both for serving Russian travellers and for facilitating exports from Goan producers to the Russian market.

Delo Group is a major logistics conglomerate with operations across the Azov-Black Sea, Baltic, and Far Eastern basins. Its portfolio includes container terminals, a wide railway terminal network, and a fleet of containers and railcars. The company’s logistics wing comprises TransContainer and Ruscon, while its stevedoring assets include DeloPorts and leading terminal operator Global Ports.

Talks on the potential Novorossiysk–Goa container service are ongoing, with the company optimistic about reviving Mormugao’s container capabilities to support future trade and tourism-driven demand.
