Welspun One has signed a Letter of Intent (LOI) with Balmer Lawrie & Co. Ltd. for approximately 65,000 sq. ft. of Grade A+ warehousing space at the upcoming WTC Nhava Sheva project within the Jawaharlal Nehru Port Authority Special Economic Zone (SEZ).
The agreement marks Balmer Lawrie as the first Government of India Central Public Sector Enterprise (PSE) to partner with Welspun One across its logistics and warehousing portfolio. The five-year sub-lease will support Balmer Lawrie’s expansion into SEZ warehousing and port-linked logistics operations, further strengthening its presence in container freight station (CFS) services, freight forwarding and international trade facilitation.
The warehousing facility will be located on the first floor of WTC Nhava Sheva, making it one of India’s first operational first-floor SEZ warehousing spaces. The overall development is expected to become operational by early 2027.
Balmer Lawrie already operates a Container Freight Station at JNPA, and the new facility is expected to enhance its integrated logistics offerings within the port ecosystem. The compliant and operator-neutral SEZ environment at WTC Nhava Sheva will provide occupiers with advantages such as GST exemption, customs duty deferment and faster cargo clearance processes.
A major highlight of the project is its multi-level warehousing design. WTC Nhava Sheva has been conceptualised as India’s first multi-level warehousing development where every floor — from the ground floor to the second floor — can function equivalently for SEZ warehousing operations. The facility will feature wide unidirectional ramps enabling 40-foot container trailers to directly access upper-floor docking bays, a concept widely adopted in countries such as Singapore, Japan and China, but being implemented in India for the first time.
Speaking on the development, Rajesh Raghavan, Head – Logistics Infrastructure at Balmer Lawrie & Co. Ltd., said the company has been steadily investing in logistics infrastructure to meet evolving customer requirements in international trade. He noted that the proposed facility at WTC Nhava Sheva would help the company strengthen its capabilities in SEZ warehousing and value-added logistics services within the JNPA ecosystem.

He added that the development is designed for occupiers seeking high-quality infrastructure, regulatory efficiency and close proximity to India’s leading port-led trade gateway.
WTC Nhava Sheva is Welspun One’s flagship port-led logistics and industrial development within the JNPA SEZ. Spread across 55 acres with a development potential of around 4.45 million sq. ft. and an investment outlay of ₹2,700 crore, the project is envisioned as an integrated ecosystem for warehousing, industrial and EXIM-linked operations.
Strategically located within 5 km of JNPA port terminals, the development will feature multi-level warehousing infrastructure with capacity for over 400,000 pallet positions and an annual throughput capability of 50,000 TEUs.
