    The Gujarat Maritime Board has invited bids for the appointment of a consultant to prepare Detailed Project Reports (DPRs) for the comprehensive development of four state ports — Jamnagar Port, Okha Port, Porbandar Port and Bhavnagar Port. The initiative forms part of the state’s broader strategy to modernise maritime infrastructure in line with national priorities and global standards.

    According to GMB, the proposed studies aim to enhance cargo handling capacity, improve operational efficiency and strengthen the regional logistics network. The selected consultant will prepare traffic demand and forecast studies to assess hinterland industrial growth and recommend future capacity requirements for the ports.

    The scope of work includes technical studies such as mathematical modelling of storm surges and design waves, mooring analysis and navigational planning. The consultant will also develop detailed plans for port craft and navigational aids and prepare tender documentation under engineering, procurement and construction (EPC), public-private partnership (PPP) and hybrid annuity models.

    In addition, the DPRs will cover environmental and climate resilience assessments, cargo handling layouts, berth design and hinterland connectivity proposals to support multimodal logistics integration. Risk mitigation measures and adaptation strategies for extreme weather events are also to be incorporated into the proposed development plans.

    The DPR assignment is expected to be completed within 18 months from the date of award. Once finalised, the reports are expected to serve as a roadmap for phased investments and procurement aimed at improving efficiency, sustainability and security at the four ports.

    The initiative is also expected to support industrial growth in adjoining regions, facilitate faster project execution through standardised tender documentation and strengthen Gujarat’s position as a major maritime and logistics hub in India.
