Technology-driven logistics and sustainable infrastructure firm Cargo Matters has signed a landmark Memorandum of Understanding (MoU) with the Government of Andhra Pradesh to establish an integrated Electric Vehicle (EV) manufacturing and charging hub aimed at accelerating India’s transition to greener freight transportation.

The project, which involves an investment of ₹100 crore, will focus on electrifying Heavy Commercial Vehicles (HCVs) and strengthening charging infrastructure to support the emerging “Green Freight” ecosystem.

Cargo Matters has submitted a Detailed Project Report (DPR) to the Andhra Pradesh Industrial Infrastructure Corporation for the allotment of 18 acres of industrial land in Madanapalle, where the facility is planned. The proposed hub will function as a multi-purpose ecosystem comprising a dedicated charger manufacturing block, a specialized retrofit facility for heavy vehicle electrification, and an advanced research and development unit for validation and certification.

The project is expected to generate significant employment, with around 1,000 direct jobs and approximately 3,000 indirect opportunities across the region.

Half of the total investment—about ₹50 crore—has been earmarked for developing charging infrastructure to support regional heavy-duty electric corridors and enable the transition of freight fleets to electric power.

Umesh Padala, Founder and Chairman of Cargo Matters, said the initiative represents a practical approach toward decarbonizing freight transport.

“While the passenger EV market is maturing, the heavy freight sector remains the final frontier. Our Madanapalle facility will provide fleet owners with a cost-effective pathway to electrification through advanced retrofitting and dedicated heavy-duty charging networks,” he said.

Officials said the project aligns with the state’s Andhra Pradesh Sustainable Electric Mobility Policy 4.0 (2024–2029), which aims to position the state as a hub for electric mobility and green logistics.

P.N. Mahesh, Director of the Andhra Pradesh Industrial Infrastructure Corporation, said the investment strengthens the state’s vision of building a sustainable logistics ecosystem.

“As part of our commitment to creating a green and future-ready logistics sector, we are pleased that Cargo Matters has chosen Madanapalle for its upcoming hub. The project will generate nearly 1,000 direct and 3,000 indirect jobs, creating meaningful opportunities for the region’s youth,” he said.

Strategically located near the borders of Karnataka and Tamil Nadu, Madanapalle offers strong connectivity to major logistics centres, including Bengaluru, about 100 km away, and Chennai, around 250 km away.

Under the state’s proactive industrial policy framework, pilot operations at the facility are expected to begin within 12–18 months, with full commercial commissioning targeted within 24 months after project approval.

The initiative is also aligned with the Andhra Pradesh EV Policy 2024–2029, further strengthening the state’s ambition to emerge as a global hub for electric vehicle manufacturing and sustainable transportation.
