    India’s state-owned aerospace major Hindustan Aeronautics Limited (HAL) expects to secure certification for its indigenous seaplane programme by 2028, positioning the aircraft for deployment in the domestic civil aviation market and select friendly foreign countries.

    HAL officials indicated that the certification timeline aligns with ongoing development, testing and regulatory processes required for amphibious aircraft operations. The programme is aimed at strengthening India’s regional air connectivity, particularly in coastal regions, island territories and areas with limited airport infrastructure.

    The company sees strong potential within India’s domestic market, where seaplanes could support tourism, last-mile connectivity and regional transport under government initiatives to expand aviation access. Routes linking waterfront destinations, remote communities and island regions are viewed as key early-stage deployment opportunities.

    Beyond the domestic segment, HAL is also exploring export prospects in friendly nations across Asia, Africa and other emerging markets where amphibious aircraft can serve niche transportation, surveillance and utility roles.

    Industry observers note that successful certification and induction of the seaplane would mark another milestone in India’s push for self-reliance in aerospace manufacturing, while opening new avenues for regional air mobility and defence-civil dual-use applications.
