JSW Infrastructure, through its wholly-owned subsidiary JSW Jatadhar Marine Services, will develop a captive jetty at Jatadhar Muhan in Odisha’s Jagatsinghpur district, following the execution of a novation agreement with JSW Utkal Steel and the Government of Odisha.

The project will be implemented under a Build, Own, Operate, Share and Transfer (BOOST) model and is expected to strengthen the logistics backbone for JSW’s upcoming integrated steel manufacturing complex in the state.

JSW Utkal Steel had approached the Odisha Government in June 2025 seeking approval to transfer the concession agreement for the captive jetty to JSW Jatadhar Marine Services, enabling the specialized infrastructure arm to execute the project. The state government approved the proposal on June 18, 2026, paving the way for the execution of the novation agreement.

The company, however, did not disclose the investment outlay for the jetty project.

The captive jetty forms a key component of JSW Steel’s proposed 13.2 million tonnes per annum (MTPA) greenfield integrated steel plant at Paradip in Jagatsinghpur district. The mega project, to be developed by wholly-owned subsidiary JSW Utkal Steel, involves an estimated investment of ₹1 lakh crore.

Spread across 2,678 acres at Dhinkia, the integrated steel complex will comprise two blast furnaces, a 900 MW captive power plant, a 10 MTPA cement grinding unit, and the captive jetty to facilitate efficient import of raw materials and export of finished products.

Industry observers note that the development aligns with India’s broader maritime infrastructure expansion and the growing role of private participation in port development. Odisha’s coastline, with its proximity to the country’s mineral-rich hinterland, has emerged as a preferred destination for large-scale port and industrial investments. The project also supports the objectives of the National Maritime Vision 2030, which aims to expand India’s port handling capacity to over 3,300 MTPA.

Separately, JSW Steel and South Korea’s POSCO have formed a 50:50 joint venture to establish a 6 MTPA greenfield steel plant in Odisha with an estimated investment of ₹35,000 crore by 2031. The project will be developed on an 887-acre land parcel owned by JSW subsidiary Saffron Resources, further reinforcing Odisha’s position as a major steel manufacturing hub.
