Odisha Government has taken a strategic step to transform its maritime sector by inviting Expressions of Interest (EOI) from global investors for the development of Non-Major Ports, Cruise Terminals, Multi-purpose Harbours, Shipbuilding and Repair Facilities, and Container Terminals at designated port locations.

The initiative, spearheaded by the Odisha Maritime Board, is part of a larger vision to enhance cargo handling capacity, maritime tourism, and regional trade, generating employment and industrial growth through Public-Private Partnership (PPP) models.

With a 574.71 km long coastline, Odisha offers eight key locations—Bichitrapur, Bahabalpur, Chandipur, Inchuri, Chudamani, Baliharachandi, Palur, and Bahuda Muhan—for phased development. These sites have undergone traffic projections, environmental impact assessments, and connectivity planning to ensure a structured and sustainable approach to infrastructure expansion.

Smt. Usha Padhee, IAS, Principal Secretary of the Commerce & Transport Department, stated: “This initiative highlights our commitment to building a world-class maritime ecosystem that enhances cargo handling, maritime tourism, and economic opportunities through private sector involvement.”

The detailed EOI document is available for download from the official website of the department. By fostering innovation, sustainability, and private sector participation, Odisha aims to position itself as a premier maritime hub in India.
