Speaking at the event, Leeladharan said, “All efforts been taken by the trade to comply an additional Customs procedure i.e. ETP at origin and Gateway Ports viz. Chennai Port, Kamarajar Port and Kattupalli Ports, however, could not succeed yet in handling more volumes as visioned by our honorable Shipping Ministry. We are sure that unless ease this procedure by Customs, we doubt to achieve MIV 2030 as no such procedures been followed at neighboring Foreign Transshipment Ports.”
“The reason being, once the Exporters deliver the laden containers to the Shipping Line by complying Customs documentation procedures at origin Port and receive the Bills of Lading, their responsibility ceases and there should not be any delay in delivering the containers at destination/filing of the EGM by the Shipping Lines. Under the circumstances, to facilitate the Exporters, once the containers been loaded on the vessel, Shipping Lines are to be permitted to file the EGM at Origin Port and subsequently to file IGM with remarks i.e. T/I (transshipment containers) at Gateway Port for compliance and to facilitate connecting the containers to Mother vessel at Gateway Port without any delay. No manual additional documentation procedures to be imposed on the Trade. Further, In the event containers to be connected to Mother vessel in next terminal, such movement been carried-out by the Customs Custodian Terminal only and no Private party is involved in this regard,” he said.
