The Directorate General of Foreign Trade (DGFT) has issued Notification No. 68/2025-26, announcing an amendment to the import policy for urea under ITC (HS) Code 31021010.

As per the notification, the Government of India has extended the State Trading Enterprise (STE) status of Indian Potash Limited (IPL) for the import of agricultural-grade urea on government account until March 31, 2027.

The decision has been taken under the provisions of the Foreign Trade (Development & Regulation) Act, 1992, read with the Foreign Trade Policy (FTP) 2023. This extension continues the existing framework under previous notifications, ensuring continuity in the import mechanism.

    Under the revised policy condition:

Urea imports on government account will continue to be routed exclusively through Indian Potash Limited (IPL).
The imports will remain subject to Para 2.21 of FTP 2023, which governs imports through State Trading Enterprises.
All other conditions remain unchanged as per earlier notifications.

    Impact:
The move ensures a stable and regulated supply of urea, a critical agricultural input, while maintaining centralized control over imports through a designated state trading entity.

The notification has been issued with the approval of the Minister of Commerce & Industry.
