Prime Minister Narendra Modi chaired the 11th Governing Council Meeting of NITI Aayog at the Rashtrapati Bhavan Cultural Centre on Thursday, bringing together Chief Ministers, Lieutenant Governors, Union Ministers and senior government officials to deliberate on the theme “Inclusive Human Development for Viksit Bharat @2047.”

The meeting focused on advancing a people-centric development agenda aimed at ensuring the well-being and empowerment of every Indian, irrespective of age, gender, region or socio-economic background. Discussions centred on translating the vision of Viksit Bharat into tangible outcomes through a collaborative “Team India” approach involving close coordination between the Centre and states.

During the meeting, participants deliberated on four key pillars of inclusive human development—foundational human capital and future-ready skills, productive employment and entrepreneurship, health and nutrition, and equity and dignity for all. The discussions underscored the importance of strengthening education and skilling ecosystems, fostering entrepreneurship, and creating sustainable employment opportunities to support long-term economic growth.

The Governing Council also examined strategies for implementing development priorities through governance reforms, Digital Public Infrastructure (DPI), data-driven systems, partnerships and greater convergence among stakeholders. Emphasis was placed on aligning state-level development strategies with the national vision of achieving developed nation status by 2047.

A key agenda item was the review of recommendations emerging from the 5th National Conference of Chief Secretaries held in December 2025. The recommendations covered five priority sectors—early childhood education, school education, skilling, higher education, and sports and extracurricular development—and are expected to guide future policy interventions.

The meeting was attended by Chief Ministers of States and Union Territories, Lieutenant Governors and Administrators of UTs, Union Ministers serving as ex-officio members and special invitees, along with the Vice Chairman, Members and CEO of NITI Aayog.

As NITI Aayog’s highest decision-making body, the Governing Council serves as a key platform for cooperative federalism, enabling the Centre and states to jointly shape policies and accelerate progress toward the goal of a developed and inclusive India by 2047.
