Singapore Customs has announced that full electronic filing for Outward Certificate of Origin (OCO) applications will become mandatory from 1 August 2026, as part of its broader push toward trade digitalisation and paperless customs processes.
Under the new requirement, all OCO submissions must be completed through approved electronic platforms, replacing manual and paper-based filing procedures. The move is aimed at improving processing efficiency, reducing administrative delays, and strengthening trade documentation accuracy.
Officials said the transition to a fully digital system will streamline export certification procedures for businesses while enhancing transparency and compliance across Singapore’s trade ecosystem. Exporters and freight forwarders have been advised to prepare for the migration by updating internal systems and workflows ahead of the deadline.
Industry stakeholders noted that electronic documentation systems are becoming increasingly important as global supply chains seek faster customs clearance, improved traceability, and reduced paperwork-related bottlenecks.
Singapore Customs said the digital filing framework will also support greater integration with international trade facilitation systems and help businesses manage export compliance more efficiently.
Trade and logistics experts believe the mandatory electronic OCO filing initiative will further reinforce Singapore’s position as a leading global trade and logistics hub with advanced customs and digital trade infrastructure.
