Global port operators and infrastructure funds are lining up to bid for Brazil’s Santos Tecon 10 container terminal after regulators granted long-awaited environmental clearance, unlocking one of Latin America’s most closely watched port projects.

The approval clears the way for the federal government to move ahead with the concession of Tecon 10 at the Port of Santos, the country’s largest gateway and a critical hub for South America’s trade. The terminal is expected to significantly expand container-handling capacity at a time when demand is rebounding and congestion pressures persist at Santos.

Industry sources say interest is strong from a mix of international terminal operators, shipping-linked consortia and financial investors, attracted by the terminal’s scale, long concession tenure and Santos’ dominant position in Brazil’s export and import flows. Several bidders are reportedly assessing partnerships to strengthen operational and financial credentials ahead of the auction.

Tecon 10 is planned as a deep-water, next-generation container terminal with modern automation, capable of handling large mainline vessels and improving berth productivity. Once operational, it is expected to add millions of TEUs of capacity and enhance Brazil’s competitiveness in global container trades.

The project has been delayed in the past due to environmental and legal challenges, making the latest clearance a pivotal milestone. With regulatory uncertainty now largely resolved, the government is expected to publish final bid documents and announce a timeline for the auction in the coming months.

Analysts say the concession could set a benchmark for future port privatisations in Brazil, both in terms of valuation and the level of international participation. For investors, Tecon 10 offers exposure to long-term trade growth, while for Santos, it promises relief from capacity constraints and a boost to efficiency across the port complex.
