    The ambitious India-Middle East-Europe Economic Corridor (IMEC)—a project hailed as a transformative alternative to China’s Belt and Road Initiative—has hit a roadblock due to the ongoing conflict in Gaza between Israel and Hamas.

    Signed at the G20 Summit in September 2023, the Memorandum of Understanding brought together India, the European Union, the United States, Saudi Arabia, the UAE, France, Germany, and Italy to establish a multi-modal trade network of railways, ports, and highways designed to cut logistics costs by 30% and transport time by 40% compared with shipping via the Suez Canal.

    The corridor, once completed, is expected to link India to Europe through the Middle East, utilizing key Mediterranean ports including Haifa (Israel), Piraeus (Greece), and Trieste (Italy). Analysts say IMEC could become a “vital artery of global commerce,” strengthening supply chains, lowering energy costs, and bolstering Western connectivity with South Asia and the Gulf.

    For Israel, IMEC is more than an economic lifeline. According to Mordechai Chaziza of the University of Haifa, the project offers a chance to redefine its geopolitical role and integrate more deeply into Arab and global markets. Prime Minister Benjamin Netanyahu has described the initiative as a platform for Israeli-Arab economic integration and global supply chain participation.

    However, the October 7, 2023, Hamas attacks and the subsequent war in Gaza have dealt a significant setback. Regional instability, compounded by threats from Iran-backed groups, has not only stalled IMEC’s momentum but also derailed a possible Saudi-Israeli normalization deal.

    Policy experts, including analysts from the Atlantic Council, suggest that normalization would ease political and logistical challenges but is not essential if careful diplomacy is pursued. Scholars Nir Levitan, Arie Reich, and Jonathan Rynhold argue that to attract investment, a multilateral institutional framework and a dedicated body for private sector engagement are crucial early steps.

    Meanwhile, European nations are ramping up support. France and Italy have appointed special envoys to IMEC, while Israel and Cyprus have revived trilateral energy cooperation with Greece under the initiative’s umbrella.

    Observers believe that once Israel stabilizes the Gaza situation, it will be in a stronger position to push the corridor forward. For Washington and Brussels, IMEC represents a strategic lever to deepen ties with South Asia and counter Beijing’s influence in the region.

    Despite the current pause, advocates remain optimistic. “The corridor has the potential to change the face of global trade and transportation,” wrote Uzay Bulut in JNS, adding that its success depends on renewed political will and sustained international backing.
